Add tmpfiles.d config file for /var/run/thermostat
On systems that use tmpfs for /var/run, our runtime data location for
system users is deleted upon reboot. This prevents Thermostat from
starting after the first reboot. This patch adds a tmpfiles.d config
file, which systemd uses to recreate /var/run/thermostat upon every reboot.
