7045751: G1: +ExplicitGCInvokesConcurrent causes excessive single region evacuation pauses Summary: When ExplicitGCInvokesConcurrent is enabled, do not perform an evacuation pause if a marking cycle is already in progress and block the requesting thread until the marking cycle completes.
