Create VM GC agent and common bundles This commit extracts VM GC data collection from SystemBackend and related classes to a vm-gc-agent bundle. It also moves the VmGcStatDAO from common-core to a vm-gc-common bundle that registers the DAO once Storage is available. This also removes the DAO from DAOFactory.
